3. Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.

Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

· Parish Council Actions – Any actions which have not been dealt with since the last meeting, will be reported to the Parish Council.

7. Residents’ Issues – Residents of the village are invited to raise any items which concern the Parish.

8. Skatepark in Bloxham – To receive details and discuss the proposal for a Skatepark in Bloxham.

9. Section 106 Project at Ellen Hinde Hall – To have a discussion with the Ellen Hinde Hall Trustees with regard to the additional funding from the Section 106 funds, which is required for their project. The Trustees have confirmed their attendance.

10. Reports from County and District Councillors – To receive reports from the Bloxham County Councillor and District Councillors.

11. Planning

i) To discuss any planning items which have arisen since the last meeting of the Planning Committee held on 26 July 2017, including the submission from Taylor Wimpey to the consultation on the Local Plan Part 1, Oxford’s Unmet Housing Needs.

12. Parish Council Matters

i) Committee Minutes and Recommendations. If Councillors have any queries on the minutes and decisions of the Committees, please contact the Clerk prior to the Parish Council meeting

· Environment Committee – To note the minutes of the meeting held on 29 August 2017 and approve the recommendations.

· Resources Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council. The next meeting is scheduled for Thursday 14 September 2017.

· Planning & Strategy Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council. The next meeting is scheduled for 12 September 2017.

· Staffing Committee – To note the minutes of the meeting held on 31 August 2017 and the recommendations will be discussed under item 16 of the agenda.

13. Finance

i) Accounts for Payment and Bank Reconciliation – To approve the accounts for payment and note the bank reconciliation. (To follow)

ii) Section 106 Funds

a) To reeive an update on the progress with the following projects:

· Jubilee Hall;

· Bloxham Recreation Ground and discuss the recommendation from the Trustees that the drainage project does not continue;

· Ex-Serviceman’s Hall;

· the two play equipment projects; and

· the legal agreements for all of the projects.

b) To receive an update on the progress with the Deed of Variation for Miller Homes, Milton Road;

c) To receive an update on the progress with the amenity land on the Miller Homes, Milton Road site.

d) To approve that the Chairman and Vice-Chairman be authorised to sign the legal documents relating to the play equipment projects and the projects at Ellen Hinde Hall, the Ex-Serviceman’s Hall, Recreation Ground and Jubilee Hall.

14. Village Matters

i) Street lighting in Hawke Lane – To consider a request from a resident to address the light reflecting into the residents’ property and the options available to the Parish Council.

16. Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered 17 on the grounds that it could involve the likely disclosure of private and confidential information.


17. Staffing Committee – To discuss the recommendations of the Staffing Committee meeting held on 31 August 2017.

Parish Council ‘Drop-in and Chat’ Sessions are held on second Saturday of the month, at the Ex-Serviceman’s Hall from 10.30am to 11.30am. Residents are invited along to meet their Parish Councillors and discuss any items affecting the village.
