A meeting of the Parish Council will be held on Monday 6 March 2017 at 7.30pm in St Mary’s Parish Rooms, Bloxham, to transact the business set out in the Agenda below, and you are summoned to attend.

The District Councillors Christine Heath, Mike Bishop and Andrew McHugh and County Councillor Kieron Mallon are also invited to attend.

1. Welcome – To welcome the Councillors and the public to the meeting. 7:30pm
2. Apologies for absence – To receive any apologies for absence from the meeting. 7:30pm
3. Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.
Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

4. Chairman’s Announcements

  • The Residential Design Guide is being produced by Cherwell District Council for consultation.
  • The Parish Council’s Response to the ‘One Oxfordshire’ Consulltation being carried out by Oxfordshire County Council.


6. Minutes – To confirm the minutes of the meetings held 6 February 2017. (Attached)

10. Planning
i) To discuss any planning items, not covered within the minutes of the Planning Committee (item 9ii).
ii) Flooding/Water & Drainage Issues – To receive an update on the flooding/water & drainage issue in Bloxham.
iii) National Flood Resilience Review – To note the review and the event being held on 27 April 2017.

11. Parish Council Matters

  • Committee Minutes and Recommendations. If Councillors have any queries on the minutes and decisions of the Committees, please contact the Clerk prior to the Parish Council meeting
  • Environment Committee – To note the minutes of the meeting held on 8 February 2017.
  • Resources Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council.
  • Planning & Strategy Committee – To note the minutes of the meeting held on 13 February 2017.

· Staffing Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council.
iii) Reports for the Parish Council to note (Available in Drop-Box and copies upon request to the Clerk). Please send any questions arising from the reports to the Clerk prior to the meeting, to enable informed responses to be given at this meeting.

12. Finance
i) Accounts for Payment and Bank Reconciliation – To approve the accounts for payment and note the bank reconciliation. (To follow)
ii) Payroll Arrangements – To discuss the payroll arrangements for 2017/2018.
iii) Section 106 Funds – To discuss the progress with the Deed of Variation for the play area projects and the projects at Ellen Hinde Hall, the Ex-Serviceman’s Hall, Jubilee Park and the Recreation Ground.

13. Village Matters
i) Horton Hospital, Bloxham Village Meeting – To note the joint meeting with Milcombe Parish Council being held on Thursday 23 March 2017 at 7.30pm at Jubilee Hall, Bloxham to discuss the downgrading of services at the Horton Hospital.
ii) Annual Parish Meeting 2017 – To note the format and content of the Bloxham Annual Parish Meeting being held on Thursday 27 April 2017 at 7.30pm at Jubilee Hall.
iii) Land in Gascoigne Way – To discuss the proposal to transfer land in Gascoigne Way to the Parish Council’s ownership.
iv) Old Bridge Road – To discuss the progress with the works at Old Bridge Road.
v) Barford Road Footpath – To discuss the progress with the proposed footpath and agree whether or not to proceed.8:40pm – 9:00pm

16. Items for the Next Agenda/Items of Information 9:00pm

Parish Council ‘Drop-in and Chat’ Sessions are held on second Saturday of the month, at the Ex-Serviceman’s Hall from 10.30am to 11.30am.

Residents are invited along to meet their Parish Councillors and discuss any items affecting the village.
