Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.

Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

  • Update Community Infrastructure Fund Meeting – Held on Wednesday 5 September 2018 at 7pm at Jubilee Hall

  • Update on Cherry Tree Centre Meeting – Held on Monday 17 September 2018 at 1.30pm at Bloxham Primary School
  • Oxfordshire County Council’s ‘Commitment to Thriving Communities’ event – Thursday 4 October 2018 at Banbury Town Hall, 1 Bridge Street, Banbury from 6 to 9pm for all Councillors

Reports from County and District Councillors – To receive reports from the Bloxham County Councillor and District Councillors.

Planning – To discuss any planning items, not covered within the minutes of the Planning Committee (item 11i)

i)            Bloxham School Floodlights – To consider writing to District Councillor Colin Clarke, Portfolio Holder for Planning, expressing the Parish Council’s concerns with regard to recent approvals for planning applications in Bloxham and that the final wording of the exact content for the conditions, are the sole responsibility of the Planning Officer.

10.

Village Matters

  • Defibrillators: –
  • Proposal by Warriner School to make their defibrillator available for the community; and
  • To discuss making a request for funds from the County Emergency Planning Fund for a defibrillator, which could be located at the Jubilee Hall and installed as part of the redevelopment.  Information on the location of current defibrillators in the village will be saved in Drop Box for Councillors information.
  •  Purple for Polio – To discuss planting bulbs to support ‘Purple for Polio’ and consider a quote for the planting work.
  •  Bloxham Service Station – To discuss whether an appeal should be submitted to Cherwell District Council with regard to reviewing the 24 hour licence to sell alcohol.

Parish Council Matters

  • Committee Minutes and Recommendations.  If Councillors have any queries on the minutes and decisions of the Committees, please contact the Clerk prior to the Parish Council meeting
  • Environment Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council.  The meeting scheduled for Monday 24 September 2018 had been moved to Thursday 18 October 2018 at 7.30pm at Bloxham Primary School.
  • Resources Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council.  The next meeting is scheduled for Thursday 15 November 2018 at 7.30pm at Bloxham Primary School.
  • Planning & Strategy Committee – Prior to the meeting, the draft minutes of the Planning & Strategy Committee meeting held on 10 September 2018 had been circulated to the Parish Council.  The next meeting is scheduled for Thursday 11 October 2018 at 7.30pm at Bloxham Primary School.
  • Staffing Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council
  • Parish Council Reports
  • Drop-In and Chat – Report from the Drop-In and Chat held on Saturday 8 September 208.  The next session at the Ex-Servicemen’s Hall is being held on Saturday 13 October 2018.
  • Councillors Training Courses – The following training courses are available to Councillors:
  • GDPR, Progress on Implementation – Wednesday 17 October 2018 at Civic Hall, Britwell Road, Didcot for all Councillors (half day)
  • Planning, How Town and Parish councils fit into the planning system and how to make effective responses to planning applications – Thursday 15 November 2918 at Committee Rooms 1 and 2, Woodgreen Office, West Oxfordshire District Council, Witney (half day)

12. Finance

  • Accounts for Payment and Bank Reconciliation – To approve the accounts for payment and note the bank reconciliation. (To follow)
  • Section 106 Funds – To receive an update on the progress with the following projects:
  • Jubilee Hall;
  • Ex-Serviceman’s Hall; and
  • Phase two of the two play equipment projects.

(iii)      Ellen Hinde Hall – To consider a request to use the 2018/2019 grant for works in the upper room of the Hall instead of the refurbishment of the meeting room.

Meeting Dates – Future meeting dates for Bloxham Parish Council are stated below. They will commence at 7.30pm in St Mary’s Parish Rooms, Bloxham, unless stated otherwise:

Parish Council ‘Drop-in and Chat’ Sessions are held on second Saturday of the month, at the Ex-Serviceman’s Hall from 10.30am to 11.30am.  Residents are invited along to meet their Parish Councillors and discuss any items affecting the village.
