Parish Council Meeting – 6th Nov 2017


A meeting of the Parish Council will be held on Monday 6 November 2017 at 7.30pm in St Mary’s Parish Rooms, Bloxham, to transact the business set out in the Agenda below,



Welcome – To welcome the Councillors and the public to the meeting.  7:30pm


Apologies for absence – to receive any apologies for absence from the meeting.7:30pm


Declarations of Interest – Members are asked to declare any interest and the nature of that interest, which they may have in any of the items under consideration at this meeting.

Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice cannot be given to Councillors at Parish Council meetings.

Matters Arising – To discuss any issues arising from the minutes of 2 & 12 October 2017.

  • Parish Council Actions – Any actions which have not been dealt with since the last meeting, will be reported to the Parish Council.

Residents’ Issues – Residents of the village are invited to raise any items which concern the Parish.

Skatepark in Bloxham – To receive details and discuss the proposal for a Skatepark in Bloxham.

Section 106 Project at Ellen Hinde Hall – To have a discussion with the Ellen Hinde Hall Trustees with regard to the additional funding from the Section 106 funds, which is required for their project.  The Trustees have confirmed their attendance.

Reports from County and District Councillors – To receive reports from the Bloxham County Councillor and District Councillors.

i)        To discuss any planning items, not covered within the minutes of the Planning Committee
(item 11 ii)

ii)        Thames Water – To discuss issues on Courtington Lane with regard the works undertaken by Thames Water.

iii)        Birds Mouth Fencing on Tadmarton Road – To discuss additional birds’ mouth fencing on Tadmarton Road.

Parish Council Matters

  • Co-option – To discuss any applications for co-option to the vacancies on the Parish Council.
  • Committee Minutes and Recommendations.  If Councillors have any queries on the minutes and decisions of the Committees, please contact the Clerk prior to the Parish Council meeting
  • Environment Committee – There had not been a meeting of the Committee since the last meeting of the Parish Council, however an update will be given on the progress of the funding for the Christmas lights and the provision of a Christmas tree for 2017.
  • Resources Committee – There had not been a meeting of the Resources Committee since the last meeting of the Parish Council.  The next meeting would be held on Wednesday 22 November 2017.
  • Planning & Strategy Committee – To note the minutes of the meeting held on 10 October 2017.   The next meeting is scheduled for Thursday 9 November 2017.
  • Staffing Committee – To note the minutes of the meeting held on 26 October 2017 and approve the recommendations.
  • Drop-In and Chat – A report of the session held on 14 October 2017 has been saved in Drop Box for Councillors.
  • Parish Liaison Meeting – To note that the meeting is being held on Wednesday 8 November 2017 and suggest any questions which could be submitted at the meeting.

13. Finance

  • Accounts for Payment and Bank Reconciliation – To approve the accounts for payment and note the bank reconciliation. (To follow)
  • Revised Budget 2017/2018 – To review the budget for 2017/2018 to fund the Christmas lights for the village.
  • Section 106 Funds
  • To receive an update on the progress with the following projects:
  • Jubilee Hall;
  • Ellen Hinde Hall, including approval for additional costs check Carmen’s email/letter
  • Bloxham Recreation Ground:
  • Ex-Serviceman’s Hall;
  • the two play equipment projects, including approval for additional costs at the Recreation Ground; and
  • the legal agreements for all of the projects.
  • To receive an update on the progress with the amenity land on the Miller Homes, Milton Road site.

Village Matters

  • Bloxham Fun Day 2018 – To receive a report on Apple Day and Bloxham Fun Day.
  • Annual Parish Meeting 2018 – To note that the Annual Parish Meeting is being held on Thursday 19 April 2018 at 7.30pm at Warriner School and agree a format.
  • Bench on Courtington Lane – To agree whether to replace or repair the damaged bench which had been located in Courtington Lane.

Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 17 & 18 on the grounds that it could involve the likely disclosure of private and confidential information.


Play Equipment Inspection Training – To consider quotes for play equipment inspection training.

Quotes for Works to Trees – Ton consider quotes for works to trees in the village.

Items for the Next Agenda/Items of Information 9:35pm

Parish Council ‘Drop-in and Chat’ Sessions are held on second Saturday of the month, at the Ex-Serviceman’s Hall from 10.30am to 11.30am.  Residents are invited along to meet their Parish Councillors and discuss any items affecting the village.
