Parish Council Meeting Agenda – 5th Aug 2013

Parish Council will be held on Monday 5 August 2013 at 7.00pm in St Mary’s Parish Rooms, Bloxham, to transact the business set out in the Agenda below, and you are summoned to attend.

Councillors C Heath and L Thirzie-Smart have been invited to attend as District Councillors and Councillor K Mallon has been invited as County Councillor.

 

A G E N D A

1.

Welcome – To welcome the Councillors and the public to the meeting.

 

2.

Apologies for absence – To receive any apologies for absence from the meeting.

 

3.

Declarations of Interest – Members are asked to declare any interest, and the nature of that interest, which they may have in any of the items under consideration at this meeting.

 

4.

Minutes – To confirm the minutes of the meetings held on 1 July 2013.

 

5.

Matters Arising – To discuss any issues arising from the minutes of 1 July 2013.

 

6.

Residents Issues – Residents of the village are invited to raise any items which concern the Parish.

 

7.

Reports from County and District Councillors – To receive reports from the Bloxham County Councillor and District Councillors.

 

8.

Planning

 

i)               Planning Applications – To note the planning applications considered by the Parish Council since the last meeting. (To follow)

 

ii)             Results of Planning Applications – To note the results of planning applications determined by Cherwell District Council’s Planning Committee.  (To follow)

 

iii)          Planning Inquiries – To receive an update on the planning inquiries.

 

iv)          NPPF – To discuss the changes to the consultation process.

Bloxham Neighbourhood Development Plan (BNDP) – To receive a progress report.

 

10. Finance

 

i)           Accounts for Payment – To approve the accounts for payment.  (To follow)

 

ii)          Bank Reconciliation – To note the bank reconciliation to date.  (To follow)

 

iii)         Financial Report – To note the budgetary expenditure to date.  (To follow)

 

iv)         Section 106 Highways Issues – To receive an update on the projects.

 

v)          External Audit Report – To note the report from BDO.  (To follow)

 

11.

Village Matters

 

i)           The Slade – To receive an update on the transfer of The Slade.

 

ii)          Youth Club – To discuss how to move forward with the Youth Club following the stepping down of the leaders.

 

iii)       Boundary Review – To discuss the impact the Boundary Review may have on the village.

 

12.

Parish Council Matters

 

i)          Committees – To receive a report/minutes from the Environment, Resources and Planning & Strategy Committees.

 

ii)         Drop-in and Chat Session – To note the issues raised at the last session.

 

iii)       Dog bins – To agree the following be included in the next edition of the Broadsheet:

 

‘In response to feedback from the Bloxham Parish Plan document in July 2010 about excessive litter and dog waste, the Parish Council has sited 25 new bins around the village.

Following residents comments about dog waste in the Greens Garth area an additional bin will be sited nearby in the coming months.

 

After this installation there will be 23 dog waste bins in Bloxham, Cherwell District Council charge us £1.27 plus VAT per bin for emptying, twice weekly in Summer months and once in Winter months.

The annual charge for this service is over £2700 which is paid for by residents council tax. Could we please respectfully request that all dog walkers/owners clean up after their pets and deposit waste in the bins provided.’

 

iv)       St Mary’s Club – To receive a report from Councillor Gloria Lester-Stevens on the Annual General Meeting.

 

v)         Meeting of the Chairman of the Committees – To receive a report on the meeting held on 18 July 2013.

 

13.

Correspondence – Items of correspondence will be circulated to members.

 

14.

Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to Meetings) Act 1960, that the public and press be excluded from the meeting for item numbered  15 on the grounds that it could involve the likely disclosure of private and confidential information.

 

15.

Administration Assistant – To confirm the appointment of the Administration Assistant.

 

16.
