Parish Council Notes – Dec 2018


Meetings Parish Council on 5 November 2018 & 3 December 2018. The Planning & Strategy Committee met on 13 November 2018 and the Resources Committee met on 15 November 2018. Agendas and minutes are available on the PC web site.

All Parish Council and Committee meetings are open to the public. These are forums for residents to raise issues of concern.


Next Meetings Parish Council: 7 January 2019, 16 January 2019, 4 February 2019 and 20 February 2019 (first Monday and third Wednesday of the month, for a trial period from Jan to March 2019)

Planning & Strategy: 11 December 2018 (last meeting until after the trial of two Parish Council meetings per month and the review has been completed in March 2019)


Planning · The Parish Council has delegated the authority to the Planning & Strategy Committee to submit comments to Cherwell District Council (CDC) on its behalf. Parish Councillors consider representations made to the Committee either in writing or during the public forum. The Committee then deliberates how the application fits with relevant planning policies and formulates its comments to CDC. Full responses can be viewed under the relevant application on the Cherwell District Council Planning Portal;

· Planning applications and notices for works to trees can be found on Cherwell District Council’s web site; and

· Removal of unauthorised estate agents’ boards, which should have been located within the boundary of the property for sale, not in the grass verges or attached to street name plates;

· Unauthorised siting of signs reported to Cherwell District Council; and

· CDC’s lighting survey of Bloxham Service Station had been completed and the retrospective application is currently scheduled to be considered at the CDC Planning Committee in January 2019;

· Residents concerns regarding the new build on Queen Street, supported by County Councillor Kieron Mallon, District Councillor Christine Heath and CDC Enforcement Officers.




· Potholes can be reported by residents at, along with other highways and street lighting issues. When reporting on this site, photographs are useful;

· The following parked vehicles are causing hazardous obstructions: on the A361 slip way leading to Ells Lane; on the corner verge of Ells Lane/A361 and on the corner of Bloxham Grove Road and the A361. Please could drivers park their vehicles safely and considerately in all areas of the village and be aware that Thames Valley Police are continuing to monitor the village;

· Grant applications for ‘No Parking’ signs at The Warriner School and Bloxham Primary School would be submitted, subject to the agreement from the Head Teachers;

· Residents need to be aware that there have been reports of gangs coming from outside the village targeting children related to either drugs or grooming. Read more about ‘County Lines’ on the Children’s Society Web Site;

· Attendance at work parties at The Slade;

· Clearance of overgrowth on Queen Street;

· A protocol, to mark the Death of a National Figure, had been agreed with the Vicar and the Royal British Legion and adopted by the Parish Council;

· Research was continuing with regard to a village defibrillator;

· The Christmas lights project had been a success and it is hoped that all residents enjoyed them;

· Works to trees on Parish Council owned land would be carried out in the New Year; and

· The Chairman had attended a good meeting with Bloxham Boys Brigade giving them a presentation on the work of the Parish Council.




· Parish Council had sought advice from Cherwell District Council on making changes to its Code of Conduct to ensure that non-pecuniary interests were disclosed properly. This would be discussed at the January 2019 meeting;

· A meeting would be held with the Bloxham Recreation Ground Trustees to discuss future projects at the Recreation Ground using Section 106 funds;

· The Parish Council’s budget for 2019/2020 was approved and the precept for 2019/2020 was set at £92,448.03;

· Grant applications for 2019/2020 had been agreed, successful groups will be notified; and

· Responses to Government consultations had been submitted.
