Report for May 2017

During May 2017, there was one meeting of the Parish Council, Resources Committee, Environment Committee and the Planning and Strategy Committee. All Councillors serve on at least one Committee, but some Councillors serve on two Committees.

The Planning and Strategy Committee met on 9 May 2017 and Councillor Sue Slater was appointed as Chairman. Anumber of planning applications were discussed and comments regarding these were sent to Cherwell District Council. Liaison continued throughout the month with the District Council and developers with regard to the various developments affecting the village.

The following meeting was on 13 June 2017 (usually held on the second Tuesday of the month at Bloxham Primary School)

The next meeting of the Staffing Committee would be held on Thursday 6 July 2017 at 730pm at Bloxham Primary School.

A meeting of the Resources Committee was held on Thursday 11 May 2017 and Councillor Andy Taplin was appointed as Chairman. The draft minutes are available on the Parish Council web site. www.bloxhamparishcouncil.co.uk The Committee made the following recommendations to the Parish Council:

  • no members allowances be paid for 2017/2018, however costs for travel/subsistence/stationery would be met;
  • further information on the possibility of a library access point would be obtained;
  • the excess funds which had been left over from the closure of the Youth Club would be allocated to 1st Bloxham Boys Brigade (£600), 1st Bloxham Scout Troop (£283), The Warriner School, Duke of Edinburgh Award (DofE) (£413) and the remaining funds of £2,722.76 be ring fenced for the play equipment project;
  • that the Parish Council would pay for the grass cutting at the Jubilee Park from 1 April 2018;
  • New Homes Bonus would be used to meet the shortfall in the play equipment projects; and
  • subject to the receipt of monthly play area inspection reports, the Parish Council will fund the annual play area inspections and future maintenance of the new play equipment at Jubilee Park play area and Bloxham Recreation Ground.

A meeting of the Environment Committee was held on Wednesday 17 May 2017. Councillor Nick Rayner was appointed as Chairman for 2017/2018 and Councillor Steve Craggs was appointed as Vice-Chairman for 2017/2018. The draft minutes are available on the Parish Council web site. www.bloxhamparishcouncil.co.uk The Committee made the following recommendations to the Parish Council:

  • the Slade launch day be held in late summer, when it was felt that all the necessary work has been completed;
  • the costs for printing of The Slade leaflets, purchasing a new noticeboard and purchasing brush cutters be funded by the Parish Council from New Homes Bonus and other funds which have already been allocated to The Slade in the Parish Council’s budget;
  • the decision to register The Slade with Natural England as a Local Nature Reserve was deferred to a future meeting:
  • the County Council would be contacted for final details with regard to the Parish Council taking responsibility for the rural grass cutting from 1 April 2018 and would also be asked whether the Parish Council could be given permission to undertake some ad hoc cuts during 2017/2018, when it felt the grass needed cutting in the rural areas;
  • the situation with overhanging trees in the village would continue to be monitored;
  • Councillors would look at the amenity area in Walsingham Close with a view to making improvements to the area;
  • riparian land owners would reminded of their responsibilities to keep ditches clear and free flowing. If you have an ordinary watercourse or a main river running through your land, underneath it or along the boundary of your property you are likely to be the riparian owner for that stretch of watercourse;
  • investigations would begin with regard to sourcing a Christmas tree and lights for the village; and
  • a long term programme for the maintenance of trees and benches in the village would be investigated.

During May 2017, Councillors and the Clerk continued their work on other projects around the village, which included:

  • continued dialogue with Cherwell District Council with regard to releasing Section 106 funds for projects at Jubilee Hall, Ellen Hinde Hall, the Recreation Ground and the Ex-Serviceman’s Hall and also the play equipment project;
  • engaging with the Parish Council’s Solicitors, Aplins, regarding the content of Legal Agreements concerned with the release of S106 funds for the above projects;
  • continued liaison with Miller Homes with regard to the drainage and ditches on Tadmarton Road and additional concerns were raised regarding the location of the advertising flag poles which were obscuring the view of the VAS, however following the Parish Council intervention, Cherwell District Council were successful in the removal of the obstructing sign;
  • continued liaison with Cherwell District Council with regard to the wording of the Deed of Variation relating to the Miller Homes development on Milton Road and also the proposed transfer of amenity land on Milton Road to the Parish Council;
  • continuing work with Aplins Solicitors with regard to registering Parish Council land;
  • responding to various queries from members of the public;
  • works to trees owned by the Parish Council in the village;
  • on-going commitment to Bloxham Fun Day on Saturday 10 June 2017 at Jubilee Park;
  • asking for the removal of Estate Agents boards from the grass verges. These boards should be placed within the boundary of the property which is for sale; and
  • assisting with issues relating to the disabled bay outside of the shops.

At the Parish Council meeting on 5 June 2017, the following items were discussed:

  • a proposal for a Skate Park for Bloxham. The Parish Council received an excellent presentation from Greg Harrison, resident of Bloxham and he would submit further details to the next meeting, including the local demand for a Park and the potential maintenance costs;
  • on 1 October 2016, the law changed which meant that Thames Water became responsible for all eligible sewage pumping stations, in this area. Therefore, residents are asked to advise Thames Water if they are aware of any private pumping stations in Bloxham;
  • ad- hoc signage on grass verges around the village was a problem and this would be raised with Cherwell District Council and County Councillor Kieron Mallon would also raise this with the County Council;
  • a meeting would be held with District Councillor Colin Clarke, facilitated by District Councillor Andrew McHugh, to discuss the efficiency issues the Parish Council had with the Planning Department at Cherwell District Council;
  • the legal agreements relating to the Jubilee Hall, Ellen Hinde Hall, Ex-Serviceman’s Hall and the Recreation Ground were being progressed;
  • the progress with the possible transfer to the Parish Council of the amenity land on the Miller Homes, Milton Road site;
  • an update on the projects at the Ellen Hinde Hall and Ex Serviceman’s Hall and the play equipment projects; and
  • it was reported that the County Council was not going to remove the footpath outside the shops to set the disabled bay into the parking area of the post office.

Reminder:

Please could residents pay special attention to cutting back hedges and trees to ensure safe walking at night. It is important to keep footpaths and walkways clear of encroaching growth ensuring street lights are effective.

Please could residents not throw rubbish into the gardens of other people’s properties or into the hedgerows, and either take their litter home or use the litter bins provided in the village.

To dog owners, please ensure that all dog faeces are cleared up and either taken home (and placed in household waste green bins) or placed in the dog bins provided. Take extra care on grassed areas where children play. If the dog bins are full please do not leave the bags on the ground.

Meeting Dates: Parish Council meetings are held on the first Monday of the month (except when there is a bank holiday and it is the following Monday), at the Parish Rooms at 7.30pm.
