Notes of the Bloxham Parish Council Meeting<\/strong><\/p>\n

Monday 6 October 2014<\/strong><\/p>\n

Councillor Geoff Mollard (Chairman); Councillors Mary Groves, Patricia Hopkins, Gloria Lester-Stevens, Stephen Phipps, Nick Rayner, Sue Slater, Andrew Taplin and Jenny Yates were all present.<\/p>\n

The Clerk and Responsible Financial Officer Theresa Goss, District Councillors Christine Heath and Lynda Thirzie-Smart, County Councillor Kieron Mallon and John Groves were also present. There was one member of the public.
\nApologies for absence were received from Parish Councillors Caroline Hone, Jim Golby and Robert Giles.<\/p>\n

  1. Minutes<\/strong> – The minutes of the meeting held on 1 September 2014 were agreed and signed by the Chairman.<\/li>\n<\/ol>\n

    1. Planning <\/strong><\/li>\n<\/ol>\n

          1. Planning Applications – The Parish Council noted the planning applications which had been considered by the Parish Council\u2019s Planning Committee since the last meeting. The results of applications which had been determined by Cherwell District Council\u2019s Planning Committee were noted.<\/li>\n
          2. Bloxham Neighbourhood Development Plan (BNDP) \u2013 John Groves reported that following the consultation on the revised Local Plan, it had caused a few issues for the writing of the BDNP. However, a meeting had been arranged for Tuesday 7 October 2014 with Kate Gordon from CDC so that these could be discussed. The information from this meeting would be fed back to the NDP Steering Group.<\/li>\n<\/ol>\n<\/ol>\n<\/ol>\n

            It was not completely clear from the revised Local Plan, what the housing numbers for Bloxham were, however, it was reported that there was approximately 250 homes for Kidlington, and 1254 to be split amongst the rest of the category A villages.<\/p>\n

            Bloxham was still a category A village and CRAITLUS still stated that Bloxham was a sustainable village, because it had a school, shops and low carbon connectivity. In their submission to the Local Plan the Parish Council questioned this categorisation.<\/p>\n

            \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/span>John also reported that he had met with Oxfordshire Playing Fields Association (OPFA) and they had produced a very detailed document about Bloxham. John agreed to forward this to the Clerk. The document covered recreation and the shortage of facilities, it noted that the Warriner School wished to have an all weather pitch and suggested this should be included in the BNDP and also suggested that the Recreation Ground should be registered as a recreational facility in perpetuity.<\/p>\n

            OPFA also detailed some sources of grant funding which should be investigated shortly.<\/p>\n

                      1. Air Quality Assessment \u2013 The Parish Council would be requesting that Cherwell District Council (CDC) carried out an air quality assessment of the village as soon as possible.<\/li>\n<\/ol>\n<\/ol>\n<\/ol>\n<\/ol>\n<\/ol>\n<\/ol>\n
