The Cherwell Local Plan has been passed by the government inspector.\u00a0 This is good news as it’s one step closer to planning decisions being made by local people rather than speculative developers.<\/p>\n

The Local Plan commits to\u00a07,319 homes for Banbury; 10,129 homes in Bicester and 5,392 homes elsewhere including a total of about 2,361 at Former RAF Upper Heyford.<\/p>\n

Around 1500 are destined to be shared across villages – mostly into what CDC categorise as category A villages – which includes Bloxham!<\/p>\n

At the Local Plan hearings Bloxham Parish Council challenged the basis of the category A classification of Bloxham on the basis it had been arrived at by a “tick-box” exercise that took no account of actual capacities. E.g. Yes we do have a primary school but it\u2019s full or , no children can’t safely cycle to school down the A361 etc.<\/p>\n

In his report the inspector notes, \u201c In particular, the relevant survey data will need to be thoroughly checked and comprehensively reviewed during the LP Part 2 process and before any new development sites are allocated therein for settlements in category A.\u201d<\/p>\n

Decisions about the allocation to villages will be made in \u201cPart 2\u201d of the Local Plan and in Neighbourhood Plans.<\/p>\n

The Bloxham Neighbourhood Plan should be submitted to a \u201cpre-MOT\u201d check around the end of June and will then be submitted via Cherwell D.C. for examination by a government examiner\u00a0\u00a0\u00a0 It will be accompanied by a sustainability report that offers a much refined version of the CDC categorisation. This DOES take full account of capacities and arrives at some very different conclusions!<\/p>\n

There is increasing evidence that, after over 2 years of banging our heads against a brick wall, both Cherwell DC and Oxfordshire CC are slowly coming to the conclusion that the mass of sustainability data that the Parish Council and Neighbourhood Plan has been providing them with is indeed fact not fiction!\u00a0 i.e. Their own assessments may be OK as far as they go – but they don’t go nearly far enough!<\/p>\n

We will publish the revised Neighbourhood Plan once it has been approved by the Parish Council.<\/p>\n
