Following the elections in\u00a0 May 2024, there had been a change of administration, and the Liberal Democrats had formed an Administration\u00a0 with the Green Party and the Independent Alliance and no political party was in overall control of the Council.\u00a0 Therefore, as the Leader of the largest political party, Councillor Hingley had been appointed Leader of Cherwell\u00a0 District Council and it was his pleasure to represent communities in that role.<\/p>\n<p>The Administration had produced a balanced budget for 2025\/2026, without any cuts to public services.<\/p>\n<p>The Local Plan had passed the Regulation 19 Consultation and the public had commented on housing numbers\u00a0 and sites for the District. Houses numbers across the District had been allocated in the draft Plan and 75\u00a0 houses had been allocated to Bloxham. This figure was lower than it had been at the start of the process and\u00a0 would be reviewed by the Council before the Plan was submitted to the Planning Inspectorate. It was hoped the\u00a0 new Plan would come into force next year.<\/p>\n<p>1<\/p>\n<p>A reorganisation of Local Government was being undertaken and the Government hoped to establish Unity\u00a0 Councils all over the Country. Interim proposals for Oxfordshire had been submitted to the Government and\u00a0 final proposals would be submitted later in the year.<\/p>\n<p>The council offices had now been relocated to Castle Quay in Banbury town centre.<\/p>\n<p>District Councillor Hingley was thanked for his report.<\/p>\n<p><b>5\/25 Questions from Residents <\/b>\u2013 A resident asked whether the public could attend Cherwell District Council\u2019s\u00a0 Planning Committee meetings. The Chairman reported that the meetings were open to the public and advised\u00a0 where to find the agendas and the Case Officer reports. The meetings could also be viewed online.<\/p>\n<p>A resident asked Councillor David Hingley about the housing numbers in the Local Plan, specifically the 75\u00a0 houses allocated to Bloxham. Councillor Hingley advised that there were 75 houses in the Local Plan which\u00a0 went up to 2042, but until the Local Plan came into force, there was unfortunately a tilted balance towards developers. However, applications could still be refused by Cherwell District Council, but the best protection for\u00a0 the village was to have the Parish Council\u2019s reviewed Neighbourhood Plan in place as soon as possible.<\/p>\n<p>The Chairman encouraged residents to respond to all planning applications in the village.<\/p>\n<p>A resident asked whether residents should comment on revised applications which had been submitted to\u00a0 Cherwell District Council. The Chairman advise that residents should comment on those applications too.<\/p>\n<p><b>6\/25 Thanks and Close of Meeting <\/b>\u2013 The Chairman thanked everyone for their attendance and closed the meeting<\/p>\n<p>.
