The proposals for a cafe at the Bloxham Plant Nursery have recently been withdrawn.
Whether this is temporarily or permanently we do not know.

The withdrawal of the request to Cherwell Planning Department followed criticism from Oxfordshire Highways of inadequate consideration of the traffic implications, the pedestrian access and the visibility splays.

There is also the issue of the Bloxham Neighbourhood Plan. Both the proposers of the development and the Parish Council have inferred compliance with Policies BL14 and BL16 of the Neighbourhood Plan. This is, at best, surprising given that BL14 refers quite specifically to development within the built-up area (which this isn’t) and BL16 is totally irrelevant dealing only with businesses in High Street and Church Street!

The Neighbourhood Plan was designed to protect the character of the village and prevent coalescence with Banbury.
Whilst the cafe has received support from a significant number of residents (and rather more non-residents) the Neighbourhood Plan achieved 98% approval by almost a thousand village residents and CDC may be hard-pushed to ignore its policies which are now part of formal planning law.

It remains to be seen whether the proposals have been withdrawn permanently or simply for modification prior to resubmission.
