Parish Council Agenda – 5 Jan 2026

A meeting of the Parish Council will be held on Monday 5 January 2026 at 7.00pm in the small meeting room at Jubilee  Hall, Barley Close, Bloxham to consider the business set out in the Agenda below.

  1. Welcome/Recording of Meetings – To welcome Councillors and the public to the meeting and advise  on the procedure for the recording of meetings.

7:00pm – 7:05pm 

  1. Apologies for absence – To receive any apologies for absence from the meeting.

Members who cannot attend a meeting shall tender their apologies to the Parish Clerk prior to the  meeting as, under Section 85(1) of the Local Government Act 1972, the members present must decide  whether the reason(s) for a member’s absence shall be accepted.

  1. Declarations of Interest  

(a) To receive Declarations of Interest in respect of matters contained in this agenda, in accordance  with the provisions of the Localism Act 2011 in respect of members and in accordance with the  provisions of the Local Government Act 1972 in respect of officers.  

(b) To consider any Dispensation Requests received by the Parish Clerk and not previously considered.  

Advice on declarations of interest should be sought from the Clerk prior to the meeting, as advice  cannot be given to Councillors at Parish Council meetings.

  1. Minutes – To confirm the minutes of the meetings held on 1 December 2025. (Attached) 7:15pm – 7:20pm 
  2. Matters Arising – To discuss any issues arising from the minutes of 1 December 2025.  7:20pm – 7:25pm

  1. Open Forum – Residents of the village are invited to raise any items which concern the Parish.  7:30pm – 7:40pm 
  2. Reports from County and District Councillors – To receive reports from the Bloxham County  Councillor and District Councillors.

  1. Village Matters 
  2. i) Flooding Working Group – To receive a report on the work of the Flooding Working Group.
  3. ii) Traffic Calming Working Group – To receive a report on the work of the Traffic Calming Working  Group.

iii) David Tyrrell Recreation Ground – To receive an update on the recruitment of new Trustees for the  Recreation Ground.

  1. Planning  
  2. i) Planning Applications – To note the planning applications considered by the Parish Council since  the last meeting. (Attached) 
  3. ii) Results of Planning Applications – To note decisions made by Cherwelll District Council since the  last meeting of the Parish Council. (Attached) 

iii) Bloxham Neighbourhood Development Plan – To receive an update on the Draft Modified Bloxham  Neighbourhood Plan. Cherwell District Council’s Regulation 16 consultation period ends on 1  February 2026.

  1. Parish Council Matters 
  2. i) Vacancies – To consider any applications for co-option onto the Parish Council.
  3. ii) Parish Council Elections – To note that Parish Council elections are being held on Thursday 7 May  2026.

iii) Drop-In and Chat – To note the issues raised at the last session and that the next session is being  held on Saturday 10 January 2026.

  1. iv) IT Policy – To consider adopting a new IT Policy. (To follow) 
  2. v) Parish Council Web Site – To note the work to update the Parish Council web site. 8:20pm – 8:35pm

  • To approve the accounts for payment; and
  • To note the income received since the last meeting, the uncashed receipts & payments and  the bank reconciliation. (Reports to follow)

  1. ii) Budget Monitoring – To note the budget monitoring report for 2025/2026. (Report to follow)

iii) General, Ring-Fenced and Ear-Marked Reserves 2025/2026 – To note and approve the Parish  Council’s Reserves. (Report to follow) 

  1. iv) Parish Council Grants and Community Donations Policy – To discuss the Parish Council’s current  policy for awarding grants and community donations.
  2. v) Internal Audit 2025/2026 – To consider the interim internal audit report for 2025/2026. (To follow) 
  3. vi) Pension Policy – To complete a review of the Parish Council’s Pension Policy. (To follow) 8:35pm – 8:50pm 
  4. Correspondence – Items of correspondence will be circulated to members. 8:50pm – 8:55pm 
  5. Public and Press – To consider passing a resolution in accordance with the Public Bodies (Admission to  Meetings) Act 1960, that the public and press be excluded from the meeting for items numbered 15 & 16 on the grounds that it could involve the likely disclosure of private and confidential information.  8:55pm 
  6. Quote for Lights at St Mary’s Church – To consider a quote for works to the lights at St Mary’s Church.  (To follow)

  1. Quote for Grass Cutting – To consider a quote for grass cutting at the David Tyrrell Recreation Ground.  (To follow)

  1. Meeting Dates – Future meeting dates for Bloxham Parish Council are stated below. They will  commence at 7.00pm at Jubilee Hall, Barley Close, Bloxham. Please check the agenda for clarification  the week before the meeting.

Parish Council ‘Drop-in and Chat’ Sessions are usually held on second Saturday of the month, at the Ex Serviceman’s Hall from 10.30am to 11.30am.  

Residents are invited along to meet their Parish Councillors and discuss any items affecting the village. Next Session: Saturday 10 January 2026
